Qld: Fraud charges could follow CMC inquiry

Fraud charges may arise from an investigation into a four million dollar government
grant to the Queensland Rugby Union.

Counsel assisting a Crime and Misconduct Commission inquiry .. RUSSELL PEARCE .. said
it appears fraud may have been committed by QRU CEO KEN FREER .. former policy adviser
to then sports minister JUDY SPENCE .. SIMON TUTT .. and possibly the QRU itself.

In previous hearings .. the CMC inquiry heard the grant was improperly used for QRU
running costs .. not bricks-and-mortar as the QRU claimed.

It also heard part of the grant was paid up-front .. contrary to guidelines and 200
thousand dollars of the grant was ordered by Mr TUTT to be diverted to the University
of Queensland Rugby Club .. of which Mr TUTT was a board member.

Mr PEARCE said there are a number of grounds for the commission to find fraud has been
committed and there's also scope for disciplinary action against senior public servant
CRAIG MATHESON .. who played a leading role in ensuring the ministerial submission was
formulated in accordance with Mr TUTT's wishes.

A CMC report on the matter is due after January 22.
